Rwanda Visa for Dominica Citizens: Free 30-Day Visa on Arrival
Citizens of Dominica visiting Rwanda for tourism can use the 30-day arrival arrangement without applying for a visa before departure. Rwanda’s published guidance describes this as visa on arrival with the visa fee waived. This guide concerns ordinary Dominica passports, not passports issued by the Dominican Republic.
What Rwanda’s 30-Day Fee Waiver Means for Dominica Citizens
Dominica appears in the Rwanda High Commission’s list of countries covered by the 30-day fee waiver. For an eligible short visit, the government visa charge under this arrangement is zero. You still complete immigration checks on arrival.
| Travel situation | What to check |
|---|---|
| Tourism in Rwanda for up to 30 days | Use the fee-waived arrival arrangement; no advance application is required |
| Prefer an application before travel | Use the official online channel and select the appropriate category |
| Leave Rwanda and return | Check your return-entry permission; the visa-waiver arrangement is single entry |
| Stay longer or undertake employment | Obtain guidance on the appropriate visa or permit; do not rely on the short-visit arrangement |
The fee waiver does not make every visa category free. Private service or administrative charges are separate from the government visa fee. DGIE’s visitor-category guidance describes the visa-waiver arrangement as single entry and does not permit employment.

Decide Whether You Need an Advance Application
Travelling under the arrival arrangement
For the short tourism visit described above, an online application is optional. Rwanda provides visa-on-arrival facilities at Kigali International Airport and its land borders. Keep your passport available and check the permitted stay recorded when you enter.
Applying directly before departure
If you prefer advance arrangements, use the official IremboGov Visa Application service:
- Select the visa category that matches your visit.
- Complete your passport, personal and travel details.
- Upload the attachments requested for that category.
- Review the information and submit, following any applicable payment instructions.
IremboGov identifies a passport biodata-page copy, a photograph with a white background and an application letter as common attachments. Its instructions distinguish free applications, which proceed directly to processing, from applications requiring payment.
The guide updated on 27 August 2026 lists four days for processing. This is a published estimate, not a guaranteed approval date.

Passport and Arrival Preparation
Carry an acceptable passport valid for at least six months when entering Rwanda. DGIE also requires sufficient funds for the visit and may request evidence.
Check the health requirements relevant to your itinerary, as vaccination documentation may be required. Keep accommodation details and onward travel plans accessible as practical preparation; these are not presented here as a universal mandatory upload checklist.
Documents requested for an online application should be distinguished from checks carried out at the border.
If Your Trip Goes Beyond a Short Rwanda Visit
For a visit exceeding 30 days, consult DGIE about the appropriate category or extension procedure. Where an extension is available, apply before your existing permission expires.
For tourism involving Rwanda, Kenya and Uganda, the East Africa Tourist Visa is a separate option. DGIE lists a US$100 fee, 90-day validity and multiple entries within those countries. If you obtain it through Rwanda before travelling, your first entry must be Rwanda. Its validity is not a new 90-day allowance on each entry.
Visitor permission and the East Africa Tourist Visa do not authorise employment.

Frequently Asked Questions
Does living in Dominica qualify me for this nationality-based arrangement?
This guide addresses citizens travelling on Dominica passports. Residence in Dominica alone does not establish that you fall within the citizen category described here.
Is Dominica included in Rwanda’s 90-day fee-free list?
The High Commission lists Dominica under the 30-day arrangement. Do not assume the separate 90-day list applies to your passport.
Can I leave Rwanda and return using the same arrival permission?
The visa-waiver arrangement category is single entry. Check the permission required for your return rather than assuming the original entry remains usable.
