Rwanda Visa for Tuvaluan Citizens: Entry Rules & Fees
Tuvaluan citizens visiting Rwanda for tourism can obtain a visa on arrival with the visa fee waived for a visit of up to 30 days. Tuvalu is a Commonwealth member covered by this arrangement. You do not need to submit an advance visa application to use the eligible arrival route, although an official online application channel is available.
What Is the Rwanda Entry Route for Tuvaluan Citizens?
For a short holiday, the relevant arrangement is a visa issued on arrival without a visa fee. This should not be described as a mandatory paid eVisa application or unrestricted visa-free residence.
| Your travel plans | Appropriate approach |
|---|---|
| Tourism in Rwanda for up to 30 days | Use the visa-on-arrival arrangement with the fee waived |
| Prefer to arrange a visa before departure | Consider the official online application channel |
| Plan a longer stay | Check the applicable visa category or extension procedure |
| Intend to work | Obtain the appropriate authorisation for that purpose |
Rwanda’s arrival arrangements cover Kigali International Airport and all land borders. The applicable admission conditions still matter even when the visa fee is waived.

What Should You Prepare Before Travelling?
Your passport or other acceptable travel document must have at least six months’ validity. You must also have sufficient funds for your stay; immigration authorities may request evidence.
Keep your accommodation details and return or onward itinerary available as practical supporting records. Check whether vaccination documentation is required for your route under current health guidance.
These travel preparations are separate from the attachments requested for an online visa application.
Applying Online Before Departure
Using the Official IremboGov Channel
Tuvaluan travellers who prefer advance arrangements can use Rwanda’s official online visa application service. This is an alternative to obtaining the eligible visa on arrival.
To apply:
- Visit IremboGov and select Visa Application.
- Choose the visa category matching your travel purpose.
- Enter your nationality, passport and travel details accurately.
- Upload the documents requested for that category.
- Review the information and any applicable charge before submitting.
Common attachments include a passport biodata-page copy, a photograph with a white background and an application letter. Requirements vary by category. IremboGov explains that applications for free visas proceed without a payment step.
Enquiring About Private Assistance
If you would like help before applying, contact Rwanda Immigration Services to ask whether assistance is available for your Tuvaluan passport and intended visa category.
Confirm the service scope, documents and complete charges before sharing application documents or paying. Rwanda Immigration Services is an independent commercial provider, not a Rwandan government authority.

Rwanda Visa Fees and Processing
The government visa fee is waived for qualifying Tuvaluan citizens using the 30-day arrival arrangement. This does not mean every visa category or private service is free.
For online applications, IremboGov publishes a processing time of four days. Use this for planning rather than treating it as a guaranteed approval deadline.
Longer Stays and Trips to Other East African Countries
Do not assume the 30-day arrangement automatically covers a longer stay. Check the relevant category and apply for any permitted extension while your current visa remains valid. Tourist and East Africa Tourist visas do not authorise employment.
If your itinerary includes Rwanda, Kenya and Uganda, the East Africa Tourist Visa is a separate option. It costs US$100, is valid for 90 days and permits multiple entries within the participating countries. When obtained before travel, your first entry must be through the country that issued it. Rwanda’s fee waiver should not be assumed to cover this regional visa.

Frequently Asked Questions
Must I obtain an eVisa before flying to Rwanda?
No. Eligible Tuvaluan visitors can obtain their visa on arrival without a prior application.
Does the 30-day fee waiver provide a 90-day stay?
No. Tuvalu is listed under the 30-day fee-waiver arrangement, separately from the countries covered by Rwanda’s 90-day ordinary-passport arrangement.
Is private application assistance compulsory?
No. You can use the eligible arrival route or apply directly through the official government channel. Rwanda’s immigration authority does not designate an affiliated visa application agent.
